Q. Please give some reference from the scriptures mentioning that the soul is always active.

A. Here is the shloka no. 3.5 from Bhagavad-Gita As it is with complete translation and purport by His Divine A.C.Bhaktivedanta Swami Prabhupada.

      na hi kaścit ksanam api
     jātu tisthaty akarma-krt
     kāryate hy avaśah karma
     sarvah prakrti-jair gunaih

TRANSLATION
Everyone is forced to act helplessly according to the qualities he has acquired from the modes of material nature; therefore no one can refrain from doing something, not even for a moment.
PURPORT
It is not a question of embodied life, but it is the nature of the soul to be always active. Without the presence of the spirit soul, the material body cannot move. The body is only a dead vehicle to be worked by the spirit soul, which is always active and cannot stop even for a moment. As such, the spirit soul has to be engaged in the good work of Krishna consciousness, otherwise it will be engaged in occupations dictated by illusory energy. In contact with material energy, the spirit soul acquires material modes, and to purify the soul from such affinities it is necessary to engage in the prescribed duties enjoined in the śāstras. But if the soul is engaged in his natural function of Krishna consciousness, whatever he is able to do is good for him.

Yes it is definitely True.

The Mind cannot be stopped even for a moment. A constant influx of desires and other calculation is natural in conscious and sub conscious mind.

Lord Kapila Mahārāja, a Partial Incarnation of ŚrīKṛṣṇa, has revealed this in Śrīmad Bhāgavatam (3.26.14) that the mind actually is a multi-tasking engine that simultaneously assumes four different roles viz.,

-mann (thought weaving machine)
-buddhi (intelligence)
-chitt (contmplation) and,
-ahaṁkār (false ego)...

So, while the 'mann' instinctively keeps weaving new sankalpas and vikalpas or desire of either action or abstinence, the buddhi along with chitt & memory faculty, churns those sankalpas/vikalpas and weighs them to calculate its physical viability. Ahaṁkār or false ego than pretends to enjoy a particular action/inaction...

This is how, primarily, the mind functions. So, even while the jīva assumes sleep, the mind still is active through dreams and other things. If the mind becomes inactive, the souls would never wake up from that sleep...

So far the samādhi is concerned, wherein the Patañjala Yoga Sūtras claim to arrest the mind totally, the samādhi is a state of mind wherein all the local traffic within the mind i.e. desires, thoughts, feelings and their interplay does come to a standstill and the yogi feels a sense of unbroken wholesomeness. But having said that, the feeling of total steadiness (or any feeling for that matter) is not possible without the presence of Ahaṁkār. The yogīs claim that they kill the ego or ahaṁkār but unfortunately they fail to appreciate these minutiae.

Thus, in no circumstances whatsoever, the mind can be stopped. It is for this reason that it is advisable to try to divert the Mind in the service of Pure and Real Vaiṣṇavas instead of trying kill or suppress it.

So, is the mind and soul are one and the same? The OP question was "Is Soul always active?" Am I missing something? Please educate...Also, what is conscious and sub conscious mind?
